Criminal punishment

Scorvidia prioritises reformation of offenders as a response to crime. However, not a single crime has been committed by anyone in the history of Scorvidia. For this reason, Scorvidia has no active courts in any nations of the Empire. Currently, Parliament would be used to decide the punishment for criminals and the Justice Minister, defendant and prosecutors would sit in to give details. 

No nations or colonies of the Empire are permitted to sentence any citizen to death (apart from Eastern Kollme in the case of murder or violent assualt). The Justice Minister respects Eastern Kollme's desire to keep the death penalty but would like to see the practice eventually abolished worldwide.
